is there any connection at the timing of this law and these reports about abuse?

I suspect it’s more likely to be to protect the Church as regards the Eucharistic Congress 2012!

About abuse though, reading Dermot Keogh’s Book, Ireland Nation and State. One of the first thing’s de Valera’s government tackled was the abuse of children which was recognised as a serious problem in the 1920s. No mention of clerical abuse though.
