		<description>Excellent List: my first nomination would be the Rail Procurement Agency who get it for managing to spunk public money without producing anything on integrated ticketing for four years. When quizzed why they couldn&#039;t merely reproduce systems in place in other countries they fumbled through some bullshit about &quot;Dublin&quot; being particularly complicated. The only complicated thing about Dublin is the consistent ability to forego the usual accountability that public bodies should have. Bunch of Cunts</description>
